making cards in poc

i'm trying to figure out how to make cards in poc/jtp and i was directed to kaiba corp workstation. but i have to be online to use it??! is there an offline workstation or something like that? (i have to go to the library since i have no funds for inet connection. it's expensive ya know) any alternatives out there?

you can make the cards online, but you will be able to just replace the image in the game.
