Knowing how to make the MODs themselves comes from knowing the language and methods used to make the cards and their individual effects.

By studying one card's effects, and comparing your knowledge of the effects with the coding of the same card, you can begin to understand what coding does what and when.

Like Aditya-sama suggested, knowing someone who already knows how to code, is probably the best way to learn.
