I want to change the effects of card in POC

I am told that I need Hex word editor if I want to change ATK/DEF or effects in a card.
(I know how to use yugioh file extractor)
I have watched BomWatchOut's "How to make a MOD" video, but it doesn't show you how to make a MOD. It just sets you to so that you CAN make a MOD.
It doesn't explain how to actually change the ATK/DEF, picture, or effect of a card.

Does anyone know where to download Hex word editor?
Unless Idon't need it, then how do I make the actual MODs(ATK/DEF/Effect)?

well i had the hex editor and a PM on how to change the attack of the cards and stuff.
not sure about changing the effects yet. when i got time ill go through my messages which is alot and post it here.

you can find a hex editor just about anywhere. i use hex editor neo

me and a coo worker were working on a program that will help you guys do this but you will still need a hex editor... the program will be posted in the new forum soon. It is like kaiba's workstation but way better and easier to understand

it's not imposible to change it. but you'll need some try.
you can see it in the youtube for more information, i remembered that there was one chanel with full power of chaos editing.
but i'v forgotten which one of it.
